[안동=황악신문] 김서업 기자=경북도 행정보건복지위원회 박선하 도의원이 장애인 접근성 향상을 위한 획기적인 발의안을 내놨다. 발의된 '경상북도 친환경자동차 보급 및 이용촉진에 관한 조례 일부개정안'은 장애인의 전기차(EV) 충전시설 접근 및 이용권 보장에 초점을 두고 있다.

이번 입법 움직임은 장애인 전용 전기차 충전시설에 대한 전용 기준 마련과 지원을 통해 친환경 자동차 이용에 대한 차별을 없애겠다는 국내 최초의 입법이다. 조례에는 이러한 전문 시설의 지원 및 설치에 대한 조항이 포함되어 있으며, 현재 인프라의 심각한 격차를 해결하기 위한 것이다.

전기차 충전시설이 전국적으로 확대되고 있음에도 불구하고, 장애인의 요구를 수용하도록 설계된 시설은 0.3%에 불과한 것이 현실이며, 이는 교통 취약계층의 요구 사항을 충족하는 데 상당한 간극이 있음을 보여준다.

박선하 도의원은 이 문제를 강조하면서 “장애인이 전기차 충전시설을 이용은커녕 접근조차 할 수 없는 현 상황은 장애인 공동체에 대한 깊은 폐해일 뿐만 아니라 심각한 장애의 근원”이라고 말했다. 사회적 갈등." 박 시장은 이번 조례를 통해 경상북도가 차별 없는 친환경 자동차 사용·보급 촉진에 앞장설 수 있는 기반을 마련하겠다는 것이다.

이 조례는 1월 26일 문화환경위원회 심의를 거쳐 2월 2일 제344회 경북도의회 본회의에서 최종 확정될 예정이다.

Provincial Assemblyman Park Seon-ha of the Administrative Health and Welfare Committee in Gyeongsangbuk-do has introduced a groundbreaking initiative, marking a significant advancement in accessibility for disabled individuals. The proposed "Partial Amendment to the Ordinance on Promoting the Distribution and Use of Environmentally-Friendly Vehicles in Gyeongsangbuk-do" focuses on ensuring the rights of people with disabilities to access and use electric vehicle (EV) charging facilities.

This legislative move is the first of its kind in the country, aiming to eliminate discrimination in the use of environmentally friendly vehicles by establishing dedicated standards and support for EV charging facilities exclusively for the disabled. The ordinance includes provisions for the support and installation of these specialized facilities, addressing a critical gap in the current infrastructure.

Despite the nationwide expansion of EV charging facilities, the reality is that a mere 0.3% are designed to accommodate the needs of the disabled, underscoring a significant oversight in addressing the requirements of transportation-vulnerable groups.

Highlighting this issue, Provincial Assemblyman Park Seon-ha stated, "The current state, where people with disabilities are unable to access, let alone use, EV charging facilities, is not only a deep disservice to the disabled community but also a source of serious social conflict." Through this ordinance, Park aims to pave the way for Gyeongsangbuk-do to lead in promoting the use and distribution of environmentally friendly automobiles without discrimination.

The ordinance is slated for review by the Culture and Environment Committee on January 26th and is anticipated to reach its final stage at the plenary session of the 344th extraordinary session of the Gyeongsangbuk-do Provincial Council on February 2nd.
